The basic loop

Breeding starts with infrastructure, not the parent pair. Build the Breeding Farm, assign one male and one female Pal, and make sure Cake is available for the farm. Once the parents produce an egg, move it to an Egg Incubator and manage the incubation conditions until it hatches.

Why old combo lists can be wrong

Palworld 1.0 changed enough breeding data that older route recommendations should be treated as suspicious until verified. Use current 1.0 tables or this site's calculator pages when choosing parents for valuable targets.
